Try 8/16 paint.  If you get the full package, you can use the 8-bit program
for your IIe or IIc 

I just picked up the 8 bit version of 8/16Paint.  While it is ProDOS and only
occasionally does weird stuff, it's working differently on a FOCUS IDE hard
drive than on a SCSI hard drive.  Neither one will print, but the SCSI 
installed version will allow me to save and load files; the IDE doesn't.
