8.3 format imperative on CD-ROM ?

Hello, is it true that the file name format on a CD-ROM must be 8.3 in
order for the MacIntosh to be able to read it? I put my web site on
CD-ROM, but have 4 letter (*.html) extensions, and I hear that the Mac
keeps converting this to *.HTM. Resulting in links that don't work,
because the file names in the links are still *.html

I find this behaviour pretty odd, because the Mac can handle long file
names, and can handle *.html files when they are on the WWW. So why
this conversion to 8.3 when the same files are on CD ?!

Any comments would be appreciated, email would work fastest.
Thanks, Marco
