Yes, Delphi does provide compensation to Syndicomm.  But the little bit
they get out of it isn't worth the effort to prevent access to
outsiders, especially when the goal isn't to make money (heck, it
doesn't pay enough to be doing it for the money), but to provide a
forum for Apple II users to communicate with each other.

As was pointed out earlier, there is very little on Delphi that isn't
already available on the various FTP sites except for stuff that the
authors specifically forbid from being placed elsewhere.  Syndicomm has
no say in what distribution restrictions the authors place on their
files.

Delphi's file library is one of the most difficult places to navigate
that I've ever seen (I'll take Genie's any day, but you can't get to
Genie from the net, unfortunately), and most of the people who have pay
accounts on Delphi so they can telnet in still prefer to get their
files from elsewhere if possible, due to the difficulty of finding
anything in it, and/or even being able to download from it (which is
sometimes tricky depending on your ISP's telnet client)
