I found both the NSC utilities AND the patch to make those utilities work
on newer ProDOS/dates in the aol Apple II forum's library, keyword:

aol://4344:1264.a2main.10029531.514525857

Click on Hardware folder then on Misc programs disks icon.

Scroll down the list.

NO SLOT CLOCK PATCH ProDOS 2.0.1 is the patch.

Click "List more" go show more files.  Scroll down.

NSC Utility is the program for setting the time and patching ProDOS.

Good luck!  They both appear to be in .shk format.
