Nope, the TWGS should work equally well on the ROM3.
However, some TWGS cards have a conflict problem with
the Ramfast SCSI card.  If you have such a card, you must
either get a special version of one of the GALs or you can
replace the 65C816 chip with the new redesigned 14Mhz one
from Western Design Center.  The old 65C816 chips were
flawed when pushed to high speeds and the GAL was
needed to correct an interaction problem with the Ramfast.
The new 65C816 chips do not have this flaw, so the GAL is
not needed.

Yup.  That's all it takes to get to 12.5Mhz.
