I have a sinking feeling your IIc+ might have been repaired incorrectly.
Specifically, on the motherboard should be an oscillator rated at 16Mhz
that controls the CPU speed which is normally 4Mhz.  If a technician
inadvertantly replaced the oscillator with a 1Mhz oscillator, your IIc+
would run at 1Mhz!

Incidentally, the IIc+ is also the only Apple II that can be clock-chipped
right off the assembly line.  Just find the oscillator and replace it with
one 4x the speed you want the CPU to run.  You may also neeed to
replace the static RAMs with higher speed ones.  Western Design
Center has 65C02 chips that are rated up to 14Mhz (yes, 65C02 chips
in addition to 65C816 chips).

The IIc+ has too clocks, one for the CPU and one for the rest of the
motherboard.
