According to Apple you have four tries to change the region code.  The
fifth change is the last one you can make.

I suspect along with the region code in flash on the DVD player, there
is a change count.  When it reaches 5, either the DVD extension or the
drive firmware refuses the change.  I also suspect if the flash on the
drive is replaced or nuked, you can then change the region.  How you
do this, I dunno.
