You can get command line commands at 
http://ground.icaen.uiowa.edu/2/apple2/Emulators/prodos.cmdlist

The switch on the IIc+ is supposed to tell the computer which keyboard
layout you are using, Qwerty or Dvorac.  Switch it, then reboot and try
to type.  If you prefer the other setting, you may carefully remove the
keycaps and plae them in the 'right' order for your preference.
