That explains it.  Z-Link does not support hardware handshaking.
Thus, you are going to have problems above 9600 if you have
noise on the phone line (thus increasing the need for handshaking).

Using ProTERM, you should be able to use 28.8k with port speed
set to 38.4k even without an accelerator.
