     The BEEP tone is part of the usual power-up sequence. Not getting
one plus the other symptoms indicates that the IIgs is not making it
through the code which does startup stuff.

     A fairly good fix try is (with power OFF and cord pulled) to pull
any cards-- be sure to keeps notes where each is placed, pull the Power
Supply, and, then, scootch up and re-socket each socketed IC. (A small
thin-bladed screwdriver works well for most of the chips. For any sqaure
IC's in sockets, you can use a large needle at the corners to wedge up
the IC.)  The idea is to reestablish good connections between IC pins
and socket contacts.

     Something else to check is that the internal speaker leads have not
been jammed against the motherboard where they may be shorting some
signal line. The leads should run along the top-front of the motherboard
from the speaker to a connector near the right-front edge of the
motherboard.

     Replace the Power Supply and cord but, for now, leave any cards
out. Try powering ON the computer.
