http://www.crl.com/~joko Shareware Solutions II is the place to look.
I suggest browsing their software library for an Icon editor called
IconEd.  You'll also need Convert 3200 to translate those bmp files
into something the IIGS can use (640 mode default palette APF).
Then you'd load the converted pic, now an APF file, into your paint
program, clip it to the clipboard, launch IconEd, past it to an empty
Icon file, link it to a file type, and save it to the Icons folder.
