No, beside the fact a IIgs memory board will not physically fit
in any of the Apple IIe's slots (it is a 44-pin slot card, whereas
the the IIe uses a 60-pin auxiliary slot). Even if you managed to
rig up an adapter, it wouldn't do you any good, the two machines
use a completely different method of addressing memory.
What you can do however, is pull the chips from the IIgs board
and install them on an Apple II "Slinky" card or RamWorks type of
board (both use the same 256 Kilobit chips). That is actually what
I did to populate my Slinky card, seeing that I had several 1 MB
IIgs cards sitting around collecting dust.
