You're almost there, but I think it has to do with some files on the
AppleShare 3 server that work with the ROM 01 IIgs but not the ROM
03.

Take note of the "Supplementary Notes on Booting a IIgs" at the end of
the document that I wrote. I think I recall running into your exact
symptoms and found the newer Apple II Setup disk available from
Apple's Old Software Downloads archive updated the FINDER application
to work with AppleShare 3.0.3 and ROM 03 IIgs computers.
I hope that gets you pointed in the right direction!
