Not exactly.  This might be how MacBinary 1 works, but I don't know how
large the header is for MacBinary 2 or 3.

In addition, if the file has a resource fork then the MacBinary header
contains information about where the data and resource forks are located
within the file.  The header itself contains the directory information,
including the Finder Info (file type, creator and other information).
