You can use it to tell software which bothers to check the switch that you 
only have a 40 col display and it'll only use 40 cols. Apple expected people
to use TVs and the like with //c's so they added that option. Practically
everyone has a monitor that can do 80 cols so it became superfluous. Even
more so considering how little software was ever written to check the switch.
