I've never seen any mention of it, except just this minute when I had a
quick look through the source code to AppleScanGS.

It has several references to a toolset 39, all inside conditional code
that is supposed to be enabled if the program is going to use this
toolset, which it describes as "the Scanner Toolset".

It doesn't look like it actually has any code to do anything useful with
this toolset, so I expect it was a planned new toolset that might have
been implemented if the program had been developed further, which would
have included standardised supported for scanning, in a similar manner
to the Print Manager providing standard support for printing.

Judging by the dearth of references to it, I'd say it was never
implemented in any form.
