Once again, I propose DOS FAT.

Make the MS-DOS FST read/write and you could emulate MS-DOS.
That's perfect, because DOS FAT is actually on the PC side.

So you've solved two problems.  IIGS/PC Network Development
AND a bootable GS/OS that can be installed on a FAT partition.
