That's because Laser 3.5" drives are MACINTOSH drives.  They
require either a Laser 128 series unit, a Universal Disk Controller
(from the makers of the Laser) in an Apple II (including IIGS), or
a Macintosh.

If you ran it off a UDC, it would be reliable.

The Applied Engineering High Density 3.5" drive was a very
good replacement for an external SuperDrive at half the price.
Funny how in this case, AE hardware was actually considered
discount!
