Use Advanced Disk Utilities (ADU) from System 6.0.1.  It likes
Zip drives.

Another option is to use HFS and simply format one big HFS
Zip "diskette" without partitioning from the GS Finder.  This
second option only works if you are willing to boot from floppy
or if you have a hard drive to boot from, of course.

When a Zip disk is formatted from Finder, two things happen.
First, the format takes several minutes, so don't panic.
Second, the resulting big HFS disk is a bit faster than a
partitioned Zip disk with HFS as the file system.  See, with
HFS, you can have a ~100MB volume.
