What was the title in question? Or is it one of those titles that was
previously released as shareware, and the shareware version has been made
available?
I highly doubt that the administrator would knowingly ignore your attempts to
have a commercially available title removed from the site. If he is, it is
wrong, and no-one can dispute that.
But, there also may be circumstances that may in fact allow the administrator
to make the title available on the FTP site.
Maybe if you were a little clearer about the situation at hand, instead of
making blanket statements, and explain the facts a little better, people might
understand exactly what the hell you are ranting about..
