Yes. An external one connected to the serial port is better than an
internal one, for many reasons.

Definitely. Lots of them. SCSI is most popular, but there are also
IDE-on-a-card and IDE-in-the-power-supply options (the latter is not
sold new any more, to my knowledge). There are other older systems as
well.

The IIgs don't need no steenking sound cards to get reasonable sound,
but you do need to add a stereo card if you want to get stereo and/or
line-level outputs (e.g. to an amplifier). The stereo card only
provides channel separation and amplification - the built-in Ensoniq
chip is still used to generate the sound.
(Note that stereo cards don't support the traditional 8-bit Apple II
"click the speaker" mechanism, only IIgs-specific audio.)
