I picked up this weird speech card at a flea market a couple years

I'm finally getting to it now.

Has anyone used it / know anything about it?

I have a full manual, and drivers, etc etc... but just curious how
popular this card was. I had never seen or heard of it before.

You are the proud owner of a "Software Automatic Mouth" before
it was fully implemented in software. SAM speech software is
based on the standard Naval Graduate School phonemic text to speech
algorithms, and is quite usable.

IIRC, the audio could use some high-frequency filtering--the sound
from the little speaker is pretty screechy.

BTW, keep the card away from your disks. The speaker magnet can
erase them quite effectively. ;-)
