How did you download and extract it?  If you had a BinSCII encoded
version and decoded it on the IIgs using the GSCII NDA (or SSCII, the
shell version), you end up with a file that has the wrong length (due to
a bug in these BinSCII extractors).

The same problem might apply if you decoded the archive on another
platform.  The file length must be EXACTLY right when the file is copied
over to the IIgs, or GS/OS will reject it as a damaged application.  (It
sees extra junk on the end and thinks it is a corrupted segment header.)
