You have an old buggy version of the IIc serial hardware.  You should
get it fixed, possibly by swapping a newer revision motherboard
from http://www.allelec.com/ Alltech Electronics.  The IIc should
not drop characters until you go beyond 9600 and it actually
can go up to a full 14400 with some modems.  It is not really a
processor limitation (the IIGS can do 230k under AppleTalk
...remember, the IIc DISK DRIVE has faster transfer rate than
the fastest modems) but rather the serial hardware...the IIc has
a design flaw...

http://www.intrec.com/ Intrec's Proterm 3.1 is better...has Zmodem
and VT100.

Proterm lets you download automatically via Zmodem and has an
editor to compose your email offline first.

And you can use modems instead of null-modems to access UNIX
shell accounts over the phone line, if you don't have another computer.
visi.com and crl.com offer these types of accounts.
