Apparently, the ARM is good at emulating the 65C series of processors.
The British company that made it used it to replace their old 6502
based computers while keeping them backward compatible (unlike the
Mac).  Based on the discussion a while back (check dejanews for the
"ARM A2" thread), A 25Mhz ARM 710a will at least make something
between a 25 and 50Mhz GS.

HOWEVER, this is assuming your "eMate GS" has real GS hardware
and something like the Mega II (and something like the Mega II but
for the GS specific side) since those Mhz are for processing power.
If you are just going to write an emulator for the eMate, it would almost
certainly not match the speed of the real GS.  There was an emulator
for the 40Mhz ARM based Psion recently released.  It emulated a IIe
and had to also emulate the hardware.  It runs at 0.9Mhz emulated.
If that Psion also had REAL A2 hardware in there, like a Mega II,
you should be able to pull 40Mhz emulated.
