You will need a certain family heirloom to pass the last door. You can
get this from the former prisoner named Ota Zakan. After leaving the
prison you will find him in a remote room in the middle levels of
the tower.

He will give this item to you, but only if you have discovered and read
the Book of Zakan in another place of the tower. Then you should be
able to return to the upper level and open the door.
