Not quite.  System 4.0 is the first GS/OS release, and the file system
does support resource forks.  However, Finder doesn't know about them
(hence will leave them off when copying a file), and there is no
Resource Manager toolset, so the contents can't be used for much.

System 3.2 and earlier (ProDOS-16) don't support resource forks at all
(just like ProDOS-8).
