The SetStart CDEV is the "init" that tells the computer which program
to load on startup.  The problem you are most likely encountering is
that the Start program in the System folder is actually Finder and not
the small program that is required by SetStart to load the program you
want.

If the Start program in your System folder is 199,319 bytes long, then
it is Finder.  If it is 565 bytes, then it is the Start program
required for SetStart.

If your current Start program is Finder, then rename it as Finder.
Then copy the Start program from the System folder of the System 6.01
Install disk.
