You are correct about 8MB's being the max for RAM use on a ROM 03 or any other
ROM IIgs for that matter.  You can use any RAM above that as a ROM disk for
some interesting and fast responsiveness.  There is one exception on a ROM 03
IIgs being able to have, access and use more tha 8MB of RAM.

If you run the IIgs emulator 'Gus' on a powerPC then you can have 16MB of RAM. 
Proving that it could have been 
possible on a real IIgs, had it been implimented when, it was designed - to
support16MB of RAM for RAM memory use.  

But, it wasn't :(

It's really interesting to see what PovGS can do when run with Gus. It's the
only software ever ported to the IIgs that needs more than 8MB's of RAM to
function and do what it's able to do within a IIgs system.  Maybe some day
somebody can rework the code and optimize it to function with under 8MB's of
RAM on a real IIgs.  It's public domain with the C src codes included also. If
anybody ever wants to give it a try, they can find it all archived in the 1WSW
folder on Ground.
