Correct:

MS has never prohibited an OEM from bundling Netscrape or any other web browser 
with Win9x. MS *has* stated that IE couldn't be unbundled (which to me, makes 
complete sense).

This is a prime example of the clueless in washington "leveraging" corporate 
law to serve nobody's interest.
