Do you really mean Finder, or is it Apple II Desktop?

Version 1.1 of A2Desktop was included in IIgs System Software versions
1.1 and 2.0.  Most ROM 0 IIgses were supplied with System 1.1 (or even
1.0, if they were old enough, like mine).

Version 1.1 of "Finder" was included in IIgs System Software 3.2 (the
last release which included ProDOS-16).  I used this version extensively
on ROM 1 (not sure about ROM 0) and it worked fine.

IIgs System 2.0 was the first release that supports ROM 01.  Earlier
releases are unstable to say the least.

The real Finder debuted in IIgs System 3.1, replacing Apple II Desktop.

Try to get your OSes and System versions sorted out.  GS/OS was the
operating system used with IIgs System 4.0 and later.  It doesn't
support a ROM 0 at all.  All earlier IIgs system software versions use
ProDOS-16 as the operating system.

Compatibility summary:

System 1.0               ROM 00 only
System 1.1               ROM 00 only
System 2.0 through 3.2   ROM 00 or 01
System 4.0               ROM 01 only (usually works on ROM 3)
System 5.0 or later      ROM 01 or 3
