dip switches out of place - probably not.
 IMHO this card is simply dead.
Or at least some chip/transistor/capacitor is dead. You probably need
some electronics fossil doing the repair for You in his/her spare time
just for fun...

there should be enough terminal software on asimov that recognizes
a serial card and is able to use it.

- nope
the second card is just what it says - a modem card. just hook up to a
phone line ad Lo! dial up and download - with measly speed but it should
work
