I also ran into lots of frustration as a newbie user getting a ROM 3, a CMS
scsi card and an external hard drive to work.
One of the things I was doing wrong was turning on the IIGS too soon after
turning on the hard drive's power supply. I have found that if I turn on the
external drive and walk away for at least a couple of minutes (and I don't
mean 30 seconds) the machine booted 100% of the time.
If I have to re-boot the machine I have to power down both IIGS and external
drive, wait a few minutes, turn the external back on, wait the obligatory 3
minutes and then turn on the IIGS.
There are enough differences in your setup and mine that it may be something
else entirely, but I thought it worth passing this along to you.
