ftp://ground.isca.uiowa.edu/apple2/apple16/M6800/ and right click
on the file M68000.SHK...

The description says...

This is a Motorolla 68000 simulator and assembler package. While
you can run the simulator from the finder or a shell the assembler
must be run from within a shell environment. This is a GS specific
program. Packed with ShrinkIt GS 1.1.
