Creating Startup Disks?

Okay.  I've now gotten to the point where I have been able to download
and use programs off the net on my IIgs at the Finder level.  However, I
want to be able to create bootable program disks for students at my
school (I don't want them messing around in the Finder) and of course
for the Apple IIe's I have.
According to the Apple II FAQ, I simply need to copy ProDOs and a
Basic.system to the disk to make it work.  Unfortunately, it hasn't.  It
gets me into AppleSoft Basic, but then I can't seem to access the
programs I have on the disk.
Accoring to the ProDos manual, ProDos also looks for some kind of
"Startup" program as well. Do I have to create that? And how? How do I
get the programs on the disks to launch at startup?  What if I have more
than one program on the disk--how can I create a directory that allows
students to choose the one they want?
Please help.  I'm touching the treasue trove of software on the net, I
just can't get it out of the cave.
