Startup isn't absolutely mandatory.  To access your programs from the 
Applesoft prompt, you can just enter   -filename if the file is of a 
BAS, SYS or BIN filetype.  Of course, some BIN files are just data and 
not programs, such as hi-res images  (you can view these with either 
the hgr or hgr2 command followed by bload filename, a$2000.)

Additionally, in some later versions of ProDOS, BYE will take you to a 
primitive program selector (it only shows directories and SYS files 
though.)
