Nope. That's not the computer that is locking the disk in the drive,
it's the drive itself.
Back in the days when 3.5" drives first came out for the Apple (those
white ones - UniDisk 3.5 I think they were called) you could hook one to
your Apple //e or //c and they exhibited the same behaviour: the user
couldn't eject the disk while the drive was spinning. This is purely
under the disk drive's control, and the computer does not know anything
about it.
