The easiest way is to buy a copy of SuperConvert 4 from Seven Hills
Software. This new version includes JPEG loading.

AWGS uses a palette of 4 colours, dithered to 16. No way to change them,
and no way to get more. The best result you'll get is to save your JPEG as
a true 16-colour (320-mode) graphic with SuperConvert and load it into a
program like Platinum Paint. Or save in "multipalette" mode and load it
into DreamGrafix.
