Some 16:9 monitors have a feature to disable "stretching" ... check the
settings. On my HP L2445 it is called "custom scaling" and can be set to
"fill to screen" (i.e. stretch and distort), "fill to aspect ratio" (i.e.
stretch and maintain aspect ratio), or "1-to-1" (i.e. no stretch,
pixel-for-pixel).
I haven't tried it with non-PC VGA sources, but it works fine with various
sized 4:3 ratio displays.
