I thought way back when I had *first* tried to make a boot disk on my IIci 
because for whatever reason I thought it had been more convienent, but 
apparently it was indeed the "Power Mac Curse".  I stuck the disk into a 
IIci, selected "Erase Disk", then copied the system disk image.  And it 
booted.

The IIgs control panel also confirms that it sees the full 1M of memory.
