Iconic CDEV (was: How many Partitions...)

Okay, here I am again asking about the existance of Control Panel
Devices to tweak the spacing between program icons (h/v) in a folder,
and, now that you mention it, the location of drive icons on the
Desktop.  Having 20-40 partitions wouldn't be such a distraction, and
having the icons reside somewhere other than vertically on the right
side flowing down-and-left with the trashcan automatically in the lower
right would be very nice.  Does such a CDEV or init exist?
