Aha! Another "power user"! (There is nothin quite like the feeling
you get when you notice you've just fried a board with reversed power
leads.)
One idea is to remove the removable IC's (like the 65C816, VGC, and
Ensoniq) and see whether or not the Power Supply still thinks there's a
short when you switch it ON (with + connected to +, etc.).
If the PS doesn't start clicking and the voltages are correct,
there is a chance that one or more of the pulled IC's failed to a short
condition quickly enough to prevent other components from being damaged.
You could, then, try inserting the pulled IC's one at a time and turning
ON power. When the PS starts clicking, you'll know you've found a blown
IC. The IC's which do not short the PS _may_ be okay.
If the board has a short even with all pullable IC's pulled, your
best bet may be to just put the pulled IC's in an anti-static bag and
the motherboard in your boards bin until such time as you absolutely
need to try using something from the fried board as a replacement.
