There is a jumper to the left and back a little from the memory
expansion slot.  It is two pins with a molex connector arrangement, and
is labelled "S1".

If the pins are connected together, you can no longer access the Control
Panel CDA.  It actually removes the Control Panel from the "Desk
Accessories" menu.  It also prevents the Control-Option-Reset
combination (it acts just like Control-Reset), so you cannot restore
default settings either.  I don't think it affects access to the NDA
Control Panels under GS/OS.

In any case, this is not your problem.  Two possibilities that occur to
me:

1. The battery is flat.  The main symptom is that the Control Panel
settings revert to the their default values every time you turn the
computer on.  It is possible that a very flat battery is preventing the
clock chip from working properly.

2. There is a fault on the motherboard that is preventing the computer
from writing to the parameter RAM (part of the clock chip), or there is
a RAM fault on the motherboard.  I suggest running the self-test
(Control-Apple-Option-Reset) and see if it reports anything.  Note that
if you have a ZIP GS accelerator installed, you should disable it before
running the test.

I just tried various odd things like holding down modifier keys while
pressing return, but can't duplicate your symptoms.
