Well, in the system bootup code, the GS's Memory Manager stops
looking for RAM at bank $80 (~=8MB). And all GS/OS and well-behaved
ProDOS-8 apps use the Memory Manager to allocate memory [Apple told
people than 8MB was a 'max', and they try their hardest to enforce it]
You could probably patch the system (I think it'd be an easy fix after
taking apart the GS's memory mgr, but have never tried to test that)
to make it behave less limited.
