Important question: Are you a new IIGS user, with previous experience on
the IIe or IIc? If so, the IIGS reset keys require a much slower pacing
that what you're used to. You need to keep holding down the open-apple key
after you release the control and reset keys. Don't let go of the
open-apple key until you see something start to happen.
If you're already an experienced IIGS user and familiar with the proper
reset technique, then I'm not sure what could be causing it. My first
suspicion would be the keyboard itself or the ADB controller chips, not the
SCSI card.
The jumpers on the Apple Rev C SCSI card are used to set the card's SCSI
ID. There should be exactly one jumper on the jumper block.
