Theoretically, yes, though you still need to add in the required
system files to actually make such a disk bootable. [And, you have to
get the filetypes right if you use the Mac Finder-- ain't "standards"
like filetypes great, especially when so meaningless?] Then, there's
the problem that so many powermacs have-- substandard 3.5" drives may
claim they wrote a disk correctly, but they sure ain't bootable. Many
have found that older Macs from when Apple wasn't stupidly
pennypinching work better.
