Lets face it... they'll just use it as a convenient excuse to raid people
at will without proof, scan their hard disks to see if they can find some
software, and then charge them. [Okay: the $1000 lower limit is some 
protection, but the principle is the same]. 

I remember hearing about a case of the Feds in America trying to bust a
computer user they were positive was a notorious hacker, but they couldn't
get any proof. In the end, they were able to successfully jail him not
for hacking, but for illegally having an empty milk crate in his back yard
which belonged to the distribution company.

Was justice truly served? You decide...
