I'd pay for it too ($50US Max), but I would not rule out the App store
just yet.  Another app/emulator that I used is m48+.  It is an HP
48/49 series calculator emulator.  m48 requires ROMs from the original
calculators to function.  Since the ROMs are out there in known
locations, the app will attempt to download them on initial start.
Worst case, the user must upload the ROMs to the i* via a built-in web
server.

I'd give the App store a shot and require that the users provide the
ROMs.  If that does not work then I'd use Cydia (I'd also open source
it so that those of us willing to shell out $99/year can recompile it
ourselves and run without jailbreak).

If Sheppy did this and was forced down the Cydia path then that would
open up the possibility of using BT mice and BT game controllers.
