Well, from this "technically skilled" person, the average Mac problem 
takes me 20 minutes tops, while the average PC/Windows problem is 
measured in hours.  Personally I like the arrangement of the Apple IIgs 
OS a little better than the Mac.  The problem with DOS/Windows is that
you can have things in different subdirectories and if your config.sys, etc
doesnt reflect that then you are in a heap of trouble.  Macs you put the 
extensions in the extensions directory, etc and the Mac is smart enough 
to take it from there.  Of course in both platforms you are gonna have 
drivers and extensions that are incompatible and causing crashes, and the 
"technically skilled" know that already :)
