This schematics is extracted from a french note in Cortland
Development Book.
I built this cable some years ago with succes.
Note this cable links video AND sound to peritel so if you have sound
equiped monitor you can adjust monitor's sound directly
by GS Control Panel.

Note: I did my cable WITHOUT any resistor: works fine!

Note2: I have another schematics using a beige cable

Note3: Don't plug this cable in Apple 2c video connector:
You short circuit power supply ;-)

Note4: All french Apple 2e are PAL equiped.
Maybe it's possible to connect your 2e to a PAL/SECAM
TV using the composite pin of Peritel.

Note5: SECAM Apple products never existed! ;-)
